# Phase 3 — Scouting

**Objective:** Source, underwrite, conduct due diligence on, and member-approve targets — across two parallel pipelines.

## The two pipelines

The primary Year-One acquisition: the building/site that becomes the owned hub. Sourced from industrial/flex buildings near land banks and tax-foreclosed concentrations — zoned for the hub's functions (forge, yard, workshop).

A separate, ongoing pipeline: **deconstruction-source buildings** (material recovery) + **development/construction sites** (the housing and commercial space the hub will build). Sourced from city land banks / county inventory, distressed/vacant listings, and member-sourced leads. A **Reclamation Screen** scores deconstruction candidates on adaptive-reuse + material-recovery value.

## Workstreams

* **3.1 Sourcing** — facilities + both feedstock pipelines; the Reclamation Screen on deconstruction candidates.
* **3.2 Underwriting** — facility model (acq + buildout + equipment + runway) against the per-hub budget; pipeline-B properties against the development pro forma incl. reclamation credit.
* **3.3 Due diligence** — title · zoning/entitlement (industrial use for the hub) · structural · environmental · utilities.
* **3.4 Governance vote** — members vote on the hub site + development locations (on-chain). The lead city votes first.
* **3.5 Offer prep** — LOIs/offers; negotiation strategy.
